The Maryland Re-entry Partnership was launched in 2001 and provides ex-offenders with services including housing, health care, employment and training, and educational programs. Unlike many other initiatives, it is a non-profit led collaboration among government agencies, community organizations and nonprofits. It has created a meaningful integration of partner services from the correctional services, the community and other agencies. Only one in five of the men who graduated from its program landed back in jail after three years--a vast improvement over the state's recidivism rate, which is at almost 52 percent. It attributes much of its success to participation by community members and organizations.
